Overview

Enver Rotterdam is in the midst of a structural transition to create a transparent, forward‑looking governance framework. The role of Bestuurssecretaris is to serve as the central, strategic, and legal compass for the organization, working with the two‑member Raad van Bestuur and leading the Bestuursbureau, which includes the bestuurssecretariaat and the communication team.

Responsibilities

  • Lead the full governance cycle, ensuring statutory compliance, quality of decision‑making, and professional internal communication.
  • Coordinate the organization‑wide strategic multi‑year planning process, translating goals into concrete programs and policy frameworks.
  • Regulate and monitor governance, legal, and compliance processes, safeguarding the organization’s statutory documents and regulatory adherence (Jeugdwet, AVG, Wtza, WOR).
  • Facilitate executive decision‑making in the Raad van Bestuur, Raad van Toezicht, the executive board, and stakeholder assemblies, ensuring a high‑quality documentation and archiving stream.
  • Guide internal communication, developing strategic communication plans and ensuring transparent information for staff and management.
  • Provide integrative support to the board and oversight bodies, facilitating audits, visitations, and external evaluations, and advising on governance and organizational improvements.

Qualifications

  • Academic level of a bachelor’s degree or higher, with experience in a complex care, social, or public organization.
  • Proven ability to look at the whole organization and provide strategic, board‑level advice.
  • Leadership skills that inspire, connect, and give direction; experience in steering, planning, process oversight, and stakeholder management.
  • Strong strategic thinking, analytical, and meticulous approach with sensitivity to the board environment.
  • Experience with legal issues and governance; knowledge of youth care is a plus.

Benefits

  • 32–36 hours per week in a meaningful central role.
  • Maximum gross salary of €7,899.18 per month (cao Jeugdzorg Schaal 13) for 36 hours.
  • One‑year contract with a view to a permanent position.
  • 8% vacation pay and a year‑end bonus of 8.3%.
